National Agreement Engineering Construction Industry
The National Joint Council for the Engineering Construction Industry (NJC) is a partnership between unions and employers. It verifies and manages the National Agreement for the Engineering Construction Industry – sometimes referred to as the „Blue Book” or NAECI. The objectivity, authority and independence of the NJC foster a coherent working relationship. The same qualities equip them to play a constructive role, while the industry lives up to the challenges of the future. The partnership promotes improved work practices and culture. Creating new, inclusive alliances is essential to achieve greater efficiency. By expanding the scope and effectiveness of the partnership within the sector, the NJC aims to ensure the long-term prosperity of customers, contractors and workers. The main objective of NAECI is to continue to provide a modern, robust and „useful” national structure for labour relations: NJC Communiques are regularly edited to provide information on the new progress made by NAECI, new NAECI storm advice and important sector information. You`ll find them in our archive of documents. The success of the national agreement is centred on an extremely effective and widely respected procedure to prevent and resolve problems on the ground. If, exceptionally, no solution is found at the site level, the appeal at the national level is fast for a final and binding decision. The membership structure and the constitution of the NJCECI form the basis of a single table agreement and set the standards for the practice in place. Continuous improvement in standards has had a positive impact on workers` safety and well-being conditions; and it continues to have a great influence on the performance of the engineering industry.
If NAECI has not been formally accepted for all technical construction activities at a given site, only one contractor may, through the NAECI registration process, register its staff at NJC and use NAECI. The National Engineering Industry Agreement (NAECI) establishes full employment conditions for hourly paid construction workers in major engineering projects, repair and maintenance sites and events/failures across the UK. NAECI is a national labour rule agreement that results from the collective bargaining process between the parties. The signatory parties jointly form the National Joint Council (JNC) responsible for overseeing the work of the NAECI. The NJC secretariat coordinates negotiations between the parties for the review of pay rates and other aspects of the agreement.
